I recently had exactly the same issue (front wheel drive only, no traction control, ABS etc.) and using OBDLink tracked to the rear left wheel. I tried to clean the sensor but it didn't work so replaced it. At first tried from a standard Focus as was already at the car wreck yard pulling parts for another car. It didn't work as apparently these are "passive" and the RS needs "active".

Purchased a new one and problem went away straight away.
